Tax legislation has ‘added complexity’ to plans for 3M building

Maplewood officials expect 3M Co. to pull a permit as soon as this week to construct a $150 million research building on its headquarters campus. But they say actions in the Legislature have sent them back to the drawing board when it comes to providing economic development incentives for the project.
