If it’s possible to judge a legislator’s re-election vulnerability solely on the number of challengers that he or she attracts, then Lisa Fobbe, Jim Carlson and Kevin Dahle should probably watch their backs.

Today marks the first policy committee deadline, which is always a good place from which to view the legislative session's big picture. Today's big picture is an historic one, but it can be viewed with clarity only by Capitol veterans.

There are two clear front-runners in the battle for the DFL gubernatorial endorsement: House Speaker Margaret Anderson Kelliher and Minneapolis Mayor R.T. Rybak. By the only measures currently available – caucus straw poll, pledged delegates – they’re well ahead of the rest of pack of contenders. That will almost certainly remain the case when delegates assemble for the statewide party convention in Duluth at the end of April.

The vast majority of delegates have now been chosen for April's state political conventions. While there's no public master list of where their allegiances lie, a couple of web sites have been keeping close tabs on the gubernatorial delegate hunt.

The gaming machine may have provided a novel wrinkle in Minnesota's never-ending debate over legalized gambling. But otherwise, Thursday's hearing on various gaming measures introduced by legislators was as predictable as a blackjack deal.

Key legislators met Thursday night with Gov. Tim Pawlenty's point people on health care and budget matters in closed-door talks on the general assistance medical care (GAMC) proposal.

On Monday, House Taxes committee chair Ann Lenczewski, DFL-Bloomington, introduced HF3082 -- the first proposal to date from any source to spell out a path to resolving the state's $1.2 billion in near-term deficits through cuts alone. And those cuts include over $350 million in K-12 budget bloodletting.

House Speaker Margaret Anderson Kelliher took everyone in the room by surprise when she announced at an impromptu presser Tuesday afternoon that the Legislature would invoke an obscure parliamentary play to pull back a $1 billion bonding bill that Gov. Tim Pawlenty had promised to veto on arrival.

The leaders of the Minnesota House and Senate this morning ordered Department of Human Services Commissioner Cal Ludeman not to spend state money on the automatic transition of those enrolled in General Assistance Medical Care (GAMC) into the state's MinnesotaCare program.
