Candidates vying for Minnesota’s top elected office turned in their campaign expenditure reports this week, giving observers a glimpse not only of how much fundraising power each gubernatorial hopeful has, but of where and how they have spent their haul.

There are two distinct ways of looking at House Speaker Margaret Anderson Kelliher’s pre-primary campaign finance report. On the one hand, she’s raised more money than any other gubernatorial candidate in the state. Since kicking off her campaign, the Minneapolis Democrat has taken in $1.2 million, including $984,000 in 2010. Kelliher has picked up contributions from more than 3,500 individuals, with an average donation of just over $200.

Minnesota’s six biggest political party units — the state GOP and DFL, and their four legislative caucuses — raised and transferred a total of $5.06 million during the pre-primary reporting period this year.

Morrison County Sheriff Michel Wetzel was surprised to get a letter from the Republican Party of Minnesota at his office. He was even more surprised when he saw what they wanted: a slew of law enforcement records on one of the party’s own elected members, state Sen. Paul Koering of Fort Ripley.

The occasion is a fundraiser for Republican state House candidate Rudy Takala, a 21-year-old conservative firebrand who is seeking to oust two-term DFL Rep. Tim Faust.

Traditionally, there have been a number of more or less well-worn paths to the Minnesota Legislature. They include backgrounds in local government, business, and partisan political activism. Each, in its own way, has tended to breed familiarity with the levers of government and how they operate.

No matter who wins the DFL primary contest in House District 65A, history will almost certainly be made. The victor – either Jeremiah Ellis or Rena Moran — will stand poised to become the first African American ever to represent St. Paul in the Legislature.
