Otto to serve on national committee

Minnesota State Auditor Rebecca Otto has been invited to serve on the annual conference program committee of the National Association of State Auditors.

The committee, which develops the educational program for the association’s annual conference, is chaired by Glen Gainer III, the West Virginia state auditor and the association’s president.

The group is made up of state officials who deal with the financial management of state government. Its mission is to assist state leaders in enhancing and promoting effective and efficient management of government resources.

The annual conference will be held Aug. 7-11 in Charleston, W.Va.

Marcie Jefferys, fiscal policy coordinator for the office of Minnesota Senate Majority Leader Larry Pogemiller, DFL-Minneapolis, has resigned that position.

Jefferys will return to the Minnesota Children’s Defense Fund, where she previously worked as director of fiscal policy for the nonprofit organization.

Louis Jambois, president of the St. Paul Port Authority, has joined the board of directors of Enterprise Minnesota.

Before becoming president of the Port Authority, Jambois was executive director of Metro Cities (formerly the Association of Metropolitan Municipalities) and was an executive at the Minnesota Department of Employment and Economic Development.

Enterprise Minnesota works with small and medium-size manufacturing companies to help them improve efficiency, contain costs and achieve growth in sales revenue and earnings.

Three people have been reappointed to the Minnesota Board of Marriage and Family Therapy by Gov. Tim Pawlenty.

Kay Ek, Herbert Grant and John W. Seymour were reappointed to four-year terms on the board, which is responsible for licensing and disciplining marriage and family therapists. It is made up of seven members, all appointed by the governor.

Ek, of St. Paul, retired as the founding director of the Office of Natural Family Planning with the Catholic Diocese of St. Cloud and is president of the Billings Ovulation Method Association-USA. She was reappointed to the board as a public member.

Grant, of Minneapolis, is a marriage and family therapist in private practice, as well as a contract mental health provider for the Native American Community Clinic and the Minnesota Indian Women’s Resource Center. He was reappointed as a marriage and family therapist member.

Seymour, of Mankato, is an associate professor in the Minnesota State University-Mankato Department of Counseling and Student Personnel and a part-time clinical supervisor and staff therapist at Counseling Services of Southern Minnesota in St. Peter. He was reappointed as a marriage and family therapist member.

Two people have been reappointed to the Minnesota Public Employees Retirement Association (PERA) by Pawlenty.

Kathryn Green of Austin and Richard L. Jacobsen of Burnsville were reappointed to four-year terms on the board, which manages the fund that provides retirement, survivor and disability benefits for public employees of county and local government.

Green has been a member of the Austin School Board since 2000 and was its chair from 2003 to 2007. She has served on a number of state education committees and boards and was reappointed to the association as a representative of school boards.

Jacobson has been an independent consulting actuary since 1985 and has worked on employee benefit actuarial and consulting projects for more than 40 years. He has been a member of the PERA board since 2006 and was reappointed as a public member who is knowledgeable about pension matters.

The board is made up of 11 members, including five appointed by the governor.

Pawlenty has reappointed three people to the Minnesota Zoological Board: Lois Mack, Sarah Psick and Todd A. Watchmaker.

Mack, of Waterville, is retired from a career in public service and agribusiness, most recently as conservation improvement and special projects manager for the Minnesota Department of Commerce. She has been a member of the zoo board since 2006.

Psick, of Apple Valley, is director of government relations for the law firm of McGrann, Shea, Carnival, Straughn and Lamb. She previously worked for the Minnesota House of Representatives. She has been a member of the zoo board since 2006.

Watchmaker, of Edina, is a tax partner in KPMG’s investment management and funds practice and has 24 years of experience working with financial services clients. He is a certified public accountant and has been on the zoo board since 1998.

The board is made up of 30 members, including 15 appointed by the governor and 15 appointed by the board.
