Pawlenty line-item cuts so far include GAMC, Film and TV board, MPR

Here are the details of Gov. Tim Pawlenty’s line-item vetoes to the Health and Human Services and Economic Development omnibus packages:

HHS

  • A $381 million cut that wipes out General Assistance Medical Care (GAMC) funding for fiscal year 2011. GAMC is a free program for poor adults without children.

Economic Development

  • The biggest cut, at $1.225 million, is to the Minnesota Film and TV Board’s FY2011 appropriation for its "Snowbate" program of economic incentives to filmmakers.
  • A $280,000 cut to Minnesota Public Radio that had been appropriated to help pay for the digital broadcast conversion.
  • $200,000 worth of workforce development cuts, divided equally between the Indigenous Earthkeepers program and the Southeast Asian Collaborative.
  • $50,000 to construct a "workers’ memorial."
  • A $70,000 appropriation for the Legislative Coordinating Commission.

Pawlenty’s veto letter on the HHS bill singled out other provisions for criticism. "Although I have signed this bill," he wrote, "significant concerns remain regarding provisions prohibiting a special transportation broker, as well as the provisions related to the automatic renewal of Minnesota Care eligibility. I am also disappointed in the county human services redesign provisions contained in the bill. They are timid and lack boldness."
