100% urban. Duluth is the largest inland port in the world. It's the regional center for the northeastern part of the state and provides a solid cultural mix with its own symphony, opera and ballet. The population is aging (25% senior citizens) and the number of students in Duluth schools has dropped. Once Minnesota's third largest city, the loss of mining jobs and the harsh winter climate have resulted in a population decline. There are more students in area colleges and universities than there are in the K-12 system. Diversification of the local economy over the past decade has benefited this city, with health care, education, tourism, aviation maintenance and aeronautics fortifying the economy. The district varies from working class neighborhoods to the wealthier lakefront homes along Lake Superior. Some neighborhoods are very old so urban revitalization is a major issue. Politically, the district is DFL, from both the conservative (labor) and more liberal (and environmentally conscious) wings of the party.
