Urban/suburban/rural mix. Hermantown and Esko are experiencing rapid growth. Many consider those cities and Proctor to be suburbs of Duluth and as such, bedroom communities, although residents of the town dislike this characterization. The St. Louis River borders the district on the south. The district is home to the Duluth International Airport, the University of Minnesota's Natural Resources Research Institute, Lake Superior Community College and the College of St. Scholastica. Duluth is coping with the Navy's recent decision to close the Naval Reserve Center, which is located at the airport. Other major employers include Cirrus Design, Minnesota Power and the retailers at the Miller Hill Mall. Politically, the district is DFL, although the wealthier areas tend to vote Republican.
